Abstract

Chronic non-communicable diseases(CNCDs) aresome of the most widespread diseases and a leading cause of death around the world. Application of telemedicine technologies for remote CNCD monitoring is currently a promising global solution to the problem of CNCDs, since it is aimed at eliminating the main causes of treatment failures and (or) loss of control of a disease, such as inadequate therapy, rare pulmonary function assessment and low patient compliance. In order to implement this solution on a large scale,it is necessary to evaluate its cost-effectiveness (EC).The objective of the study was to analyze the CEof the doctor-patient remote monitoring system (MS)of CNCDs.The effectiveness of a web-based disease monitoring technology was evaluated by the frequency of hospitalizations of patients with bronchial asthma (BA). This solution ensures long-term control of the disease through regular monitoring of the disease dynamics by a patient and a doctor. A medical facility serving 20 000 population was the object of the study.Given the average prevalence of asthma in the population, the average compliance rate among BA patients according to pharmacoeconomic studies and the cost of a hospitalization case in mandatory health insurance system, the direct costs of the medical facility associated with hospitalization of BA patients will amount to 3.6 mn. roubles a year. Thus, implementation of the remote MS of CNCDs will save the medical institution around 1.5 mn. roubles annually. Therefore, implementation of the doctor-patient remote MS of CNCDs demonstrates significant CE through the example of a typical medical facility.
