First outcomes of quality assurance system of TB laboratory diagnostics in orlovskaya oblast (Russia)

Abstract Orlovskaya Oblast is one of 86 administrative units of Russian Federation located in the mid-part of European Russia with a population of 962 000. A DOTS regional Program was begun in October, 1999 under supervision of CTRI and WHO with consultation by CDC. A Quality Assurance Program (QAP) was initiated, including continuous educational programs for the staff at all levels; supplies of adequate equipment and reagents; supervision of all laboratories in the network; proficiency testing. Courses were given for TB Program laboratory staffs. The results of proficiency testing of smear microscopy in non-TB hospitals had 99,1% agreement, 98,9% specificity and 100% sensitivity and that of drug susceptibility testing performed in 2000 by CTRI lab and by CDC, Atlanta, USA had 86,9% agreement. These results of the QAP indicate an effective TB Lab Program Development.
